The U.S. Army Corps of Engineers, Mobile District (SAM) intends to award a sole source contract for solicitation W9127823R0025 in accordance with FAR 6.302. Interested persons may identify their capability to respond to the requirement. This notice is not a request for competitive proposals; however, all information received by the date indicated in this notice will be considered by the Government. A determination by the Government not to include this proposed sole source award based upon responses to this notice is solely within the discretion of the Government. The U.S. Army Corps of Engineers, Directorate of Contracting, is conducting a market survey to identify alternate sources for Architect & Engineering (A-E) Title II services for the design of a roof replacement at Building 103 at NASA’s Michoud Assembly Facility (MAF). The U.S. Army Corps of Engineers, Mobile District, has awarded an A-E design contract and intends to award a sole source contract for Title II services. The A-E Designer shall provide the review of shop drawings and submittals, observation trips by A-E, and assistance in responding to Contractor's requests for information (RFI's) related to two separate projects for the construction of Building 103 Roof Replacement (Phases 3 & 4) and construction of Building 103 Fan House Replacement at the Michoud Assembly Facility. The Government intends to award these services to the A-E Designer of Record because it is believed that no other firm can answer interpretive RFIs, review drawings and submittals, and perform the observation trips for another firms design.

This request is not a request to be placed on a solicitation mailing list. It is for information only and is not a request for proposal (RFP) or announcement of a solicitation. The purpose of this notice is to understand the market for alternative suppliers of A-E Title II services for the design of another firm. Firms shall provide:

1. Firm’s name and Unique Entity Identifier (UEI) if applicable


2. The reasons that the firm believes it can perform the Title II services described above on the design from another firm.


3. Previous experience by the firm performing all of the services described above for the design of another A-E Firm. Provide the contract number if applicable, scope of the work, dollar value, and a point of contact for the customer/client.
