1. Title: 36C25623Q1107 -RFI-Sources Sought- EON Portable Reverse Osmosis Water Purification System (brand name or equal) 667 0150

2. Purpose: The Network Contracting Office (NCO) 16, located at Galleria Financial Center, 5075 Westheimer Rd, Ste 750, Houston, TX 77030, hereby issues the following Sources Sought to Request Information (RFI) with the intent of determining the contractor interest, capabilities, qualifications of potential businesses, nonmanufacturer rule compliance, Buy American Act compliance, Trade Agreement compliance and estimated industry pricing information for market research and estimated budgetary purpose for Portable Reverse Osmosis Water Purification System and associated materials.

Contractor shall provide all shipping, containers, personnel, labor and testing for the Portable Reverse Osmosis Water Purification System and associated materials. This Sources Sought is published for market research purposes. This Sources Sought will be used to determine if a set-aside for any small business program is appropriate. Government anticipates competitive, firm fixed price Blanket Purchase Agreement (BPA). Please review this announcement, respond to questions below and review all attachments in their entirety.

Government request that interested offerors complete all questions below, provide required documentation, descriptive literature and authorization letter as described below. The Government is in no way obligated to do business with or enter into any form of contract with any person, firm or other entity that receives or responds to this announcement.

3. Objective: To find qualified and certified contractors with the capability to provide and deliver EON Portable Reverse Osmosis Water Purification System (Brand name or equal) for the Overton Brooks VA Medical Center.

5. Responses Requested: The NCO 16 requires all the following information and questions answered 5a through 5o in this RFI/SS: Questions and information that is not provided shall be considered nonresponsive to the Request for Information and contractor shall not be considered as part of the market research.

a. Do you (contractor) possess the capability to meet the government requirements of Section 2 Scope for the EON Portable Reverse Osmosis Water Purification System (brand name or equal) of the Draft PWS?

b. Do you (contractor) possess the capability to meet the delivery location listed above for the Portable Reverse Osmosis Water Purification System in the Draft PWS? What is your schedule of delivery after receipt of order for the product?

c. Contractors shall provide their point(s) of contact name, address, telephone number, and email address, and the company's business size, and SAM Unique Entity Identification Number.

d. Is your company a small business, SDBs, HUBZone, or 8A concern? Please provide proof of qualifications.

e. Is your company considered small under the NAICS code 221310?

f. Do you (Contractor) manufacture the product itself or a distributor of the items being researched above?

g. Are you an authorized distributor/reseller? Provide evidence from original equipment manufacturer (OEM).

h. Do you (Contractor) supply a product manufactured by another domestic small business, if it is a nonmanufacturer?

i. Do you (Contractor) supply the product of any sized manufacturer if SBA has granted a waiver to the nonmanufacturer rule?

j. Is your (Contractor) Buy American Certificate completed in SAM? Please provide evidence with response.

6. Opportunity: The NCO 16, is seeking information from potential contractors on their ability to provide this service. THIS IS A SOURCES SOUGHT FOR REQUEST INFORMATION (RFI) ONLY. Small Business Concerns are encouraged to provide responses to this Sources Sought in order to assist the NCO 16 in determining potential levels of competition available in the industry. Contractor shall possess the capability to provide all requirements and objectives.

7. Instructions and Response Guidelines: Sources Sought responses are due by May 30, 2023, at 10:00 am (CST) via email to mari.gibson@va.gov.

EON Portable Reverse Osmosis Water Purification System (Brand Name or Equal)

A. GENERAL GUIDANCE

1. Objective: Overton Brooks VA Medical Center System is seeking a contractor to provide three MARCOR EON Portable Reverse Osmosis water purification systems (Brand name or equal) which will be used at The Overton Brooks Veteran Affairs Medical Center in Shreveport Nephrology Department.

The Nephrology department shall request three Portable RO for patient care. The EON System is designed to meet AAMI grade water standards according to ANSI/AAMI 13959 and is ideal for use in home and acute dialysis settings. The easy to navigate user controls and monitoring capabilities help to simplify and safeguard the entire process.Â

2. Scope: The contractor shall provide all resources necessary to accomplish the deliverables described in the draft statement of work (SOW), except as may otherwise be specified. Contractor shall procure and deliver three EON Portable Reverse Water Purification System (brand name or equal).

3. Background: We are requesting the purchase of The EON Portable Reverse Osmosis (RO) Water Purification System uses proven RO technology to provide water for use during hemodialysis treatments. The system is equipped with reliable components that help enable simple operation and straight forward management of routine maintenance protocols. The EON Portable Reverse Osmosis (RO) Water Purification System uses proven RO technology to provide water for use during hemodialysis treatments. The system is equipped with reliable components that help enable simple operation and straight forward management of routine maintenance protocols. The EON Portable Reverse RO System is for inpatient/acute hemodialysis unit requires additional systems to help support the care of the patients. The central reverse osmosis system for the treatment of medical grade water used in life-sustaining hemodialysis treatment. As a result, the unit uses portable reverse osmosis (RO) machines for their acute and routine bedside dialysis treatments. The Overton Brooks VAMC currently utilizes the Mar Cor Millennium MHX device to produce medical grade water required for hemodialysis treatment. The Overton Brooks VAMC has purchased a total of three new hemodialysis machines in which we are requiring the purchase of the three new Portable RO.

The Overton Brooks VA Medical Center currently utilizes the MAR COR Millennium MHX portable RO for their hemodialysis water treatment requirements. The Mar Cor EON is the vendor/manufacturers newest version of the MHX portable RO that includes some hardware and software upgrades.
4. Period of Performance: The item being request shall be delivered 30 days from date processed.

This is a onetime purchase; delivery should be completed within xx (30) days from date of award. Working hours are between 8:00a.m. 4:30p.m., Monday through Friday. All federal holidays excluded.

The VA follows all Federal holidays that are set by law (USC Title 5 Section 6103).

The Government hereby provides notice and Contractor hereby acknowledges receipt that Government personnel observe the listed days as holidays:

B. General Requirement

Contractor shall provide three new purchase of EON Portable Reverse Osmosis (RO) Water Purification System (brand name or equal) for Overton Brooks VA Medical Center 510 East Stoner, Shreveport LA 71101.

b. Contractor shall provide Operators Manual and quick reference guides on the equipment.

C. DELIVERY, SET-UP AND INSTALLATION shall be coordinated with The Overton Brooks VA Medical Center. Be aware of site-specific protocols for badging, escorts and hours for delivery.

The Contractor shall remove all related shipping debris and cleanup everything associated with delivery and installation of the Utility Vehicle. Contractor shall remove all packaging from Overton Brooks VA Medical Center. The Contractor shall be responsible for any damage to the building that occurs due to Contractor error or neglect.

The contractor shall coordinate all deliveries, staging areas, installations, and parking arrangements with the Felicia L. Stinson 318-221-8411 ext. 5719/4737.

Overton Brooks VA Medical Center does not have the ability to accept drop shipments from manufactures. There shall be no staging and/or storage at the Overton Brooks VA Medical Center warehouse. All products shall be off loaded by awarded vendor and delivered directly to the installation location.

Awarded vendor is responsible for any equipment needed to unload products and/or for transferring product the installation locations.

Contracting Officers within the networking contracting office issuing the contract, only, may issue modifications to the contract and may do so via a bi-laterally executed, written modification in accordance with FAR 52.212-4(c). Distribution shall be made via email; no hard copies shall be distributed.

D. INVOICES
1. Offeror may submit invoices for any completed and government accepted items on the Price Schedule. See VAAR Clause 852.232-72, Electronic Submission of Payment Requests for invoicing procedures. Payment shall be made upon receipt of a properly prepared detailed invoice, prepared by the Contractor, validated by the Contracting Officer s Representative (COR). A properly prepared invoice shall contain:
