  1. This is a combined synopsis/solicitation for the subject purchase, prepared in accordance with the format in FAR part 12, 15 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Please see attached Description. All potential vendors must be registered and active with no exclusions in Systems for Award Management (sam.gov). Payment will be made via electronic invoicing PIEE/WAWF.

  2. The solicitation number is listed and is hereby issued as a request for quotation (RFQ)

  3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-03 published in the Federal Register on April 26, 2023
