(I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotes are being requested and a written solicitation will not be issued.

Firm Fixed Priced Purchase Order for 1(ea) 2024 14 X 8 Airboat and 1(ea) custom aluminum single axle trailer in accordance with specifications (See Attachment_2).




  • All cost to include but not limit to: overhead, general and administrative, profit, insurance, and transportation. ***freight must be included in unit pricing




  • The U.S. Department of Agriculture is a tax exempt agency. (Exempt from state and Federal tax) Tax ID Number : 41-0696271.




  • Inspection and acceptance will occur at delivery location with each order in accordance with FAR Clause 52.212-4(a)




  • Please include product warranty information and literature sufficient enough for USDA Program to make a determination of suitability of product in accordance with specifications.



(vi) Description of Requirement:



This boat is needed to access remote marsh locations in Southwest Louisiana. The locations need to be accessed to control feral swine populations through trapping and opportunistic removal. The marsh locations in question are only accessible via airboat or helicopter. This remote work area requires a boat that is reliable and in some cases the ability to move over dry ground. The saltwater environment requires the boat to be made of aluminum or either stainless steel as all other metals with corrode and rust very quickly.



Without specifications we are not able to solicit quotes or perform appropriate market research. You need to provide a general description of the requirement including a brief discussion of why the particular product is being procured, how it will be used.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.



(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.



(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.



(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(xiii) Additional Contract Requirements or Warranty



Warranty



Implied Warranty - The Government’s post award rights contained in 52.212-4 are the implied warranty of merchantability, the implied warranty of fitness for particular purpose and the remedies contained in the acceptance paragraph.



Additional Warranty - : Explain all details of the warranty. If an extended warranty is available explain details of extended warranty including price and availability after initial warranty expires. The Quoter shall extend to the Government the full coverage of any standard commercial warranty normally Quoted in a similar commercial sale, provided such warranty is available at no additional cost to the Government. Acceptance of the standard commercial warranty does not waive the Government's rights under the Inspection clause nor does it limit the Government's right with regard to the other terms and conditions of this contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the standard commercial warranty. The contractor shall provide a copy of its standard commercial warranty (if applicable) with this response.



(xiv) There is no Defense Priority Allocation for this requirement.
