Description

The United States Army Corps of Engineers (USACE) New Orleans District has the following requirement:



NOTE: THIS IS A SYNOPSIS, NOT A SOLICITATION. SPECIFICATIONS ARE NOT AVAILABLE AT THIS TIME; THEREFORE, NO QUESTIONS OF A TECHNICAL OR CONTRACTUAL NATURE WILL BE ACCEPTED OR ANSWERED UNTIL THE SOLICITATION IS ISSUED. INFORMATION CONTAINED IN THIS SYNOPSIS IS SUBJECT TO CHANGE



The resultant solicitation, W912P823R0041, is anticipated to be issued as an unrestricted, competitive Request for Proposal (RFP) and resulting in the award of a single firm fixed price (FFP) contract. All responsible offerors may submit a proposal that will be reviewed by the Government. The solicitation is anticipated to be issued on or about 3rd Quarter 2023. Actual issue date and anticipated bid opening will be shown when the solicitation is issued.



Background: Old River Low Sill Control Structure is part of the Mississippi River & Tributaries (MR&T) Old River Project located at 4920 Hwy 15, Vidalia, Louisiana. Old River Low Sill Control Structure consists of eleven (11) gatebays, each having a 44 foot width between piers. The three (3) center bays have a bottom sill elevation of -5.0 feet NGVD and the four (4) outer bays on each side of the center bays have a bottom sill elevation of 10.0 feet NGVD. Old River Low Sill Control Structure shall be dewatered for USACE inspection and possible repairs via Contractor.



Description of the Work: The work consists of clearing, grubbing, and construction of staging areas and access roads; fabrication, painting, delivery, and installation of steel bulkheads/cofferdams above and below the water surface; diving services; unwatering of the cofferdam area(s) and maintaining the area in a dry condition throughout unwatered period; installation of instrumentation for piezometers and settlement reference markers with real time data collection systems; monitoring of instrumentation; assisting USACE with typical dewatering mission, which includes cleaning concrete surfaces in unwatered areas and lowering Government equipment, materials, and personnel for Government inspections and coring operations; inspection of gate guide rails; miscellaneous concrete and metal work; removal of steel bulkheads/cofferdams; and other related incidental work.



Access to the area will be via land and barge. At least one (1) large barge crane will be required on each side of the structure to place bulkheads into position and lower various equipment, tools, and machinery inside the cofferdam area(a).



The estimated value of this work is between $25,000,000 and $100,000,000.



The Government will not provide written paper copies of the solicitation. Telephone, written, facsimile or e-mail requests for the solicitation package will not be honored. Potential contractors are responsible for monitoring this site for the release of the solicitation package and any amendments. Resultant proposals to the solicitation must be submitted via ELECTRONIC MEANS ONLY (EMAIL). Resultant proposals will not be accepted by any other means.
