Description

This is a Request for Information. The Alexandria VA Health Care System is issuing this Sources Sought as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for the Alexandria, LA campus: one IX9 Postage machine with SMART software. This meter and software enables detailed expense reporting, rate shopping between USPS, FEDEX, and UPS, 300 letters per minute, SMART All-In-One PC with stand, 115,000 high capacity ink tank, USPS compliant intelligent mail indicia meter, inkjet report printer, 70lb weighing platform, 70lb differential weighing, remote label dispenser with stand, and a catch tray.



For the Lafayette campus: one IX7 Pro postage machine with SMART software. This meter and software enables detailed expense reporting, rate shopping between USPS, FEDEX, and UPS, 175 letters per minute, SMART All-In-One PC with stand, 26,000 high capacity ink tank, USPS compliant intelligent mail indicia meter, inkjet report printer, 30lb weighing platform, 30lb differential weighing, remote label dispenser with stand, and a catch tray.



Monthly USPS meter rental, annual software support, and equipment maintenance and service plan will be included. Equipment will be a one time purchase. The meter rental, software support, and maintenance support will be included as a base year plus the option to extend for four (4) option years.



Installation of the new equipment in Alexandria, LA and Lafayette, LA will be included.



Training will be provided for mail staff in Alexandria, LA and Lafayette, LA.



Existing equipment will be removed and recycled or disposed and, if available, credit applied to the purchase price of the new equipment.



The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurment is 491110. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE, SOLE SOURCE, UNRESTRICED. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by Monday 9:00 a.m. 8/28/2023. Responders are solely responsible for all expenses associated with responding to this RFI. The following questions must be answered in response to this RFI. Answers that are not provided shall be considered non-responsive to the RFI. 1. Where are the requested items/equipment manufactured? Vendor must attach documentation of this information to be viewed by the government to be considered as part of the Market Research and responsiveness to this Sources Sought notice. 2. Are the requested items/equipment manufactured by a Small or Large Business? 3. Is the potential vendor in compliance with the Non-Manufacturer Rule (NMR)? Vendor must attach documentation of this to be viewed by the government to be considered as part of the Market Research and responsiveness to this Sources Sought Notice. 4. Is the Vendor an authorized distributor with access to Original Equipment Manufacturer (OEM) parts which may be required in performance of this requirement? The VA does not accept grey market items and therefore the vendor must attach evidence of access (Authorized Distributor Letter) to be viewed by the government to be considered as part of the Market Research and responsiveness to this Sources Sought Notice. Contractors shall also provide the following: Name of potential Contractor that possess the capability to fulfill this requirement, Point(s) of contacts name, address, telephone number, Email address, company's business size, UEI Sams #. Provide whether your company is considered a small business concern, SB, SDVOSB, VOSB, HUBZONE, or 8A concern. Is your company available under any Government Wide Agency Contract (GWAC), General Services Administration (GSA) Schedule, Indefinite Delivery Indefinite Quantity (IDIQ), and/or Blanket Purchase Agreement (BPA)? If so, please identify the contract number for the Government to review as part of this Market Research.



Opportunity/Market Pricing: The AVAMC is seeking information from potential vendors on their ability to provide the required items/equipment. THIS IS A SOURCES SOUGHT REQUEST FOR INFORMATION (RFI) ONLY. Small Business Concerns are encouraged to provide responses to this RFI in order to assist the AVAMC in determining potential levels of competition and general market pricing available in the industry. Therefore, vendors are requested to submit estimated market research pricing along with their responses.
