Description
The Department of Veterans Affairs, Overton Brooks Veterans Affairs Medical Center (OBVAMC) 510 E Stoner Ave, Shreveport, LA 71101, intends to solicit proposals from contractors in the Shreveport, Louisiana area to provide Residential Housing for Health Care for Homeless Veterans (HCHV) Contract Residential Shelter (CRS) Medical Respite under an Indefinite Delivery Contract (IDC) with a two (2) year ordering period. The VA anticipates issuing a solicitation for this requirement on or about 1 November 2023, with a closing date for proposals on or about 30 November 2023. The solicitation will be available for download from https://sam.gov. Interested contractors will be responsible for downloading copies of solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. The solicitation will provide full information to contractors about the proposal submission process. Prospective offerors are encouraged to register their interest in the solicitation on the System for Award Management (SAM.gov) website so that they are notified of the issuance of the solicitation and any amendments.
Through the HCHV program, VA provides supportive services to Veterans and facilitates their access to a broad range of medical, mental health, and rehabilitative services. The purpose of this requirement is to obtain offers from contractors in surrounding areas within 25 miles of the Shreveport VA s Medical Center that can provide temporary housing and supportive services in a community-based setting to Veterans with special needs who are experiencing homelessness.

This requirement will be for quality Medical Recuperative Care (RC) and housing services for the most vulnerable and at-risk homeless Veterans and provide a safe, healthy, and secure setting to promote their rehabilitation goals and discharge to permanent housing. Services will be provided to VHA healthcare-eligible Veterans who may be discharging from the VA Medical Center and other medical facilities for discharged or planned medical procedures, requiring stabilization prior to and after hospitalization. The contractor will be required to provide a low-barrier therapeutic and rehabilitative milieu and attendant services to address medical rehabilitation, while targeting the underlying factors contributing to homelessness. The contractor will not be required to provide detoxification or other acute level treatment.

The Government will use a best value source selection method and anticipates making an award of firm-fixed price, indefinite delivery, and indefinite quantity contract for this requirement.
PSC Code G004 Social Social Rehabilitation, North American Industry Classification System (NAICS) Code is 623220 Residential Mental Health and Substance Abuse Facilities, Small Business Size Standard $19M. All responsible sources may submit proposals which shall be considered by the Agency. To be eligible for award, contractors must be registered in SAM (System for Award Management) database (information on registration requirements can be obtained by the Internet at https://www.sam.gov. Please hold questions until the actual release of the solicitation. All potential offerors are encouraged to read over the entire solicitation package including attachments before submitting questions. NO TELEPHONE REQUESTS WILL BE ACCEPTED. All responsible offerors are invited to submit an offer which shall be considered by the agency. All interested companies must be registered in SAM (http://www.sam.gov/) to be eligible for award of government contracts.
