NOTICE OF INTENT TO SOLE SOURCE

The U.S. Government, Medical Readiness Contracting Office - West, JBSA - Fort Sam Houston, Texas intends to award a supply contract to provide two (2) leased automated Chemistry and Immunoassay integrated analyzer systems and all required chemical and immunological reagents used in support of the Chemistry and Immunoassay testing mission at Bayne Jones Army Community Hospital (BJACH) due to the MHS Genesis Network backlog delay. Ordering Period is from 01 April 2024 to 31 March 2025.

Synopsis Description of Supplies: The contractor shall provide two (2) Leased Automated Chemistry and Immunoassay Integrated Analyzer Systems, and all required chemical and immunological reagents for testing of various diseases. The Contractor shall provide Chemistry and Immunoassay Reagent Testing Supplies under a Cost Per Reportable Result (CPRR) agreement to include equipment, reagents, tools, materials, training, and water purification system (if applicable), Uninterruptable Power Supply (UPS) and services necessary to meet the Chemistry and Immunochemistry testing and analysis requirements for Bayne Jones Army Community Hospital (BJACH), at Fort Johnson, Louisiana.

The North American Industrial Classification System (NAICS) Code that best fits this requirement is– 325413, In-Vitro Diagnostic Substance Manufacturing. The NAICS code selected best fits FSC 6550 – In-Vitro Diagnostic Substances, Reagents, Test Kits, and Sets. Small Business Size Standard: 1,250 employees.

This sole source requirement is issued under the statutory authority of FAR 13.106-1(b)(2): For purchases exceeding the simplified acquisition threshold (SAT). The requirements at 13.501(a) apply to sole-source (including brand-name) acquisitions of commercial products and commercial services conducted pursuant to subpart 13.5. This notice does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. The Government intends to acquire a commercial item using FAR Part 12 and intends to procure from only one source under the authority of FAR 13.106-1(b)(2), that the circumstances of this contract action deem only a sole source is reasonably available to fulfill the stated requirement.
