Synopsis:



The Naval Sea Systems Command intends to award a cost plus fixed fee modification to Textron Systems Corporation (Address: 19401 Chef Menteur Highway, New Orleans, LA, 70129) for up to 15,000 additional Level of Effort (LOE) hours in support of Ship to Shore Connector (SSC) craft, under contract N00024-17-C-2480 for Special Studies, Analyses, and Reviews support. This modification will provide the ability to analyze: Engineering for Hull, Mission, Machinery, and C4N Systems; Cost Estimating Processes and Procedures; Human Systems Integration; Integrated Logistics Support; Environmental Compliance, Test, and Evaluation; and Total Ship Survivability. The period of performance for the additional hours is from the date of modification award through 31 December 2026.



This requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1. There is only one responsible source and no other services will satisfy agency requirements. Textron is the only responsible source capable of satisfying agency requirements in this contract to support the SSC Program and no other type of services will satisfy agency requirements in a timely manner.



This notice of intent is not a request for competitive proposals. This announcement is published for informational purposes only. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
