DESCRIPTION: This is a Sources Sought to determine the availability of potential sources having the skills and capabilities necessary to provide the services as part of its community-based Health Care for Homeless Veterans (HCHV) program. The expected length of stay will be determined by the veteran’s treatment team, not to exceed six months, with an emphasis on stable housing to provide therapeutic services for seriously mentally ill veterans in the least restrictive environment.



BACKGROUND: The purpose of this request for information/Source Sought is to determine the availability of potential sources in the surrounding areas of the Southeast Louisiana Veterans Health Care System (SLVHCS), 2400 Canal Street, New Orleans, LA 70119 that can provide 10 beds and services above the level of room and board.



This notice is searching for a residential treatment for homeless veterans who are participating in the Health Care for Homeless Veterans (HCHV) and Substance Use Disorder (SUD) Treatment Programs. The Contractor shall furnish each veteran authorized care under this contract with room, board, 3 meals per day 7 days per week plus snacks, laundry services, transportation to and from outpatient appointments, medication monitoring, and monitoring for changes in behavior/mental or physical condition. In addition to providing all services outlined for general room and board, the contractor will place emphasis on close supervision of these veterans due to their complex care needs.



SERVICES TO BE PROVIDED



General Responsibilities: The contractor will provide sufficient facilities to accommodate 10 (ten) Veterans with residential placement which will involve:






  • Access/Availability: An adequate number of slots shall be available in a ready state to accommodate planned admissions. Empty beds will be ready for occupancy within 24 hours after notification by respective Case Manager.






  • Staff qualifications: Patient care staff hired by contractor shall: Not be a current patient of HCHV and shall receive a minimum of 10 CEU’s per year in the areas of substance abuse and mental health.






  • Quality Care: Facility shall meet relevant accreditation standards of Joint Commission (JA) and Commission on Accreditation of Rehabilitation Facilities (CARF).






  • The Contractor as defined herein shall furnish the services covered by this contract. The Contractor will be required to provide said services on a 24/7 basis.






  • Patient Safety: All patient safety incidents shall be reported to the Case Manager Program or the on-call psychiatrist within 24 hours of the incident. Patient safety must be investigated, confirmed and resolved. Updates, findings, and status reports shall be provided at least monthly. The results of patient safety incident investigations, conclusions, findings, and status reports on any corrective actions shall be reported to respective Case Manager. Updates, findings, and status reports shall be provided at least monthly.






  • Patient Satisfaction: Contractor shall assess patient satisfaction and solicit complaints and suggestions regarding the quality of care. Patient satisfaction results are reported to SLVHCS on at least a quarterly basis. Issues and complaints requiring more immediate action are brought to Case Manager’s attention within a week.

The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classifications (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), Hub zone, 8(a), small, small disadvantaged, woman owned small business, FSS/GSA contract schedule holders or large business) relative to NAICS 623220 – Residential Mental Health and Substance Abuse Facilities (size standard $19M). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this source sought synopsis, a solicitation announcement may be published on the SAM Contract Opportunities website. Responses to this source sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this Sources Sought announcement.
