Description

INTRODUCTION:
The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single firm-fixed-price contract for the Design-Bid-Build EHRM Infrastructure Upgrades construction project at the Southeast Louisiana Veterans Health Care System (SLVHCS) located at 2400 Canal Street, New Orleans, LA 70119.
PROJECT DESCRIPTION:
Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and provide all labor, materials, equipment, qualified supervision, and other items designated in the contract in accordance with the specifications and drawings to complete Project No. 629-22-700 EHRM Infrastructure Upgrades at the New Orleans VA Medical Center (VAMC).
The scope of this project includes, but is not limited to, the following infrastructure improvements:
The architectural demolition, reconfiguration, expansion, and renovation of existing spaces. The architectural construction of new finished spaces, doors, and flooring systems.
The structural alteration of existing structural components, and construction of new structural equipment support.
Electrical upgrades including electrical panels, normal and critical power distribution, bonding, Uninterrupted Power Supplies (UPS), lighting, and new power outlets.
Upgrades to existing HVAC, reprogramming of existing controls, and the installation of new HVAC and new controls.
The modification of existing plumbing to avoid Telecommunications rooms, and the installation of new plumbing to support new mechanical systems and interior drainage.
Upgrades to data communication infrastructure including new data outlets, patch panels, seismic rated IT racks, cable management, in building as necessary. This includes the re-cabling of all existing data cabling within the proposed new or renovated TRs to CAT 6A.
Upgrades of the fiber infrastructure backbone, both within buildings and between buildings, and all associated civil site construction and landscaping.
Civil site work, including the installation of concrete duct banks, installation of new pre-cast manholes, and the restoration of site conditions.
The abatement of environmental findings, including the preparation of an abatement plan in accordance with the requirements of the Louisiana Department of Environmental Quality.
Fire Suppression Upgrades including upgraded fire extinguishers and the modification of existing fire sprinkler systems as well as the upgrades to the MCR to bring into compliance with NFPA 75.
Firestopping and fire caulking for all wall and floor penetrations within the project scope.
Physical security upgrades including Physical Access Control, intrusion detection, and security cameras, as shown on the contract drawings.
The project buildings include Buildings B, C, D, E, F, G, H, J, K, L, M, N, P, Q, 10, 11 and site.
ADMINISTRATIVE:
The solicitation will be issued as an Invitation for Bid (IFB) conducted in accordance with FAR Part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45.0 million. The solicitation will be issued in early to mid-July of 2023. The period of performance is approximately 700 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $20,000,000 and $50,000,000. This notice is not a request for competitive offers.
