Description

: The U.S. Army Corps of Engineers, Vicksburg District (USACE-MVK) Contracting Office has a requirement for the repairs to the hull of the Motor Vessel (M/V) Fred Lee. Refer to the attached draft scope of work for complete requirement details. This is not a request for quote.





Background:





Contract Number: W912EE22P0042 was awarded to Conrad Shipyard, LLC (CAGE Code: 5GE25) to perform the dry dock and repair of rudder bolts, stump guards, and hull painting for the M/V Fred Lee. While the vessel was on dry dock, it was discovered the hull had extensive deterioration. Repairing the hull has been determined to be outside the scope of Contract Number: W912EE22P0042.





USACE subject matter experts assessed the vessel while it was on Conrad Shipyard, LLC’s dry dock and determined the M/V Fred Lee is not seaworthy. Contract Number: W912EE22P0042 was modified and authorized Conrad Shipyard, LLC to put a temporary patch on the hull and to place the vessel dockside at Conrad Shipyard, LLC for up to 180 days while a procurement for the hull repairs is administered. The temporary patch has allowed for the vessel to be placed dockside at Conrad Shipyard LLC , it is not sea-worthy and cannot be transported.





USACE subject matter experts independently developed the attached draft scope of work.





Intentions:





The Government intends to source this requirement directly to Conrad Shipyards, LLC (CAGE Code: 5GE25). This sole source procurement will follow the procedures outlined in FAR Part 13, specifically subpart 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services.





The non-seaworthy status of the M/V Fred Lee precludes the vessel from being transported. As a result, Conrad Shipyards LLC is the only source that can perform these services. Interested parties may submit their capabilities and qualifications for these or related services via email to Genna Wall, Genna.S.Wall@usace.army.mil. The email subject shall be titled “Dry Dock and Vessel Repair Services” and submitted no later than 10:00 PM CST on Wednesday, March 15, 2023. Although, no sources other than Conrad Shipyards LLC will be considered for this requirement, any sources identified as having the capability for these type services will be considered for future related procurements.
