2023 PROFESSIONAL SERVICES

REQUEST FOR QUALIFICATIONS

St. Charles Parish is issuing a Request for Qualifications (RFQs) from individuals, firms, and/or project teams interested in providing services for the establishment of an overlay zone and development standards for an approximately 4 mile portion of U.S. Highway 90 within the towns of Luling and Boutte.

The overlay zone and development standards should aim to guide future development and encourage beatification through improved site, building, and landscaping design, and pedestrian and vehicle safety through improved access and traffic circulation.

The minimum requirements for selection shall be as follows:

  1. The individual, firm, and/or project team must hold all licenses necessary to legally provide the related services in the State of Louisiana.
  2. The lead Professional must be licensed to legally provide the related services in the State of Louisiana.
  3. In addition to the lead professional, resumes for any key staff responsible for the work should be provided.
  4. The individual, firm, and/or project team, or a key staff member, must have experience in Planning, including the capacity to organize and foster public and stakeholder engagement.
  5. The individual, firm, and/or project team must demonstrate a background in the development of overlay zones/districts.
  6. The individual, firm, and/or project team must demonstrate a background in writing development standards/guidelines related to site design, building design, landscaping, and signage.
  7. The individual, firm, and/or project team must demonstrate a background in the developing of guidelines for traffic access and circulation, access management, connectivity, and pedestrian and vehicular safety.
  8. Examples of related projects completed by the individual, firm, and/or project team should be provided.
  9. The individual, firm, and/or project team should have experience working with LaDOTD to ensure coordination between local development requirements and LaDOTD standards, goals, and projects.

The final project deliverables should include, but are not limited to:

  1. A U.S. Highway 90 Overlay Zone/District with defined boundaries.
  2. A shapefile depicting the boundaries of the U.S. Highway 90 Overlay Zone/District.
  3. A purpose statement for the U.S. Highway 90 Overlay Zone/District.
  4. Development guidelines/standards specific to the U.S. Highway 90 Overlay Zone/District.
  5. Applicability standards for development within the U.S. Highway 90 Overlay Zoning/District.

Interested individuals, firms, and/or project teams must submit one (1) marked original, one (1) copy, and an electronic scanned PDF file (on either DVD or USB thumb drive) of their submittal to the St. Charles Parish Department of Planning & Zoning no later than 10:00 AM on Friday, February 10, 2023.

The St. Charles Parish Department of Planning & Zoning is located at 14996 River Road, Hahnville, LA 70057. Office hours are 8:30 AM to 4:00 PM, Monday through Friday.

Evaluation of each submittal will occur in the two weeks following the submittal deadline, concluding with notification of the evaluation results and project kick-off on February 24, 2023.

The submittal must include a project timeline/phasing document, including proposed dates for public/stakeholder engagement.

All submittals must be in a binder or be bound along the left edge, delivered in a sealed package, and labeled as follows:
