Synopsis:
The United States Department of Agriculture (USDA) Farm Production and Conservation – Acquisition and Procurement Division intends to issue and Invitation for Bid (IFB) in accordance with FAR Part 14 on behalf of the USDA - Natural Resource Conservation Service (NRCS) for the demolition and site preparation of the main office building located at 438 Airport Road, Golden Meadow Plant Materials Center, Galliano, Lafourche Parish, LA 70354 which was severely damaged by hurricane Ida.
Work consists of salvaging and storing government property, submitting shop drawings, identifying, disconnecting, removing, capping, and protecting utilities, demolishing main office building and substructural components, removing all waste and debris, site preparation, installing geotextile, constructing gravel parking lot, and site cleanup.
The solicitation will be a 100 percent Small Business set-aside. Interested contractors must be registered in and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award.
The full solicitation package including scope of work, specifications, bid schedule, construction wage determination and information on site visit will be posted and available from this website on or about March 22, 2023.
A firm fixed price construction contract is anticipated under Sealed Bidding procedures in FAR Part 14.
A bid guarantee, in the amount of 20% of the bid, is required to be submitted with each bid. Sureties should use SF-24 Bid Bond form.
Performance (SF-25) and Payment (SF-25A) Bonds, in the amount of 100% will be required within 10 calendar days of award of the contract.
The anticipated period of performance for this project is 30 calendar days from the date the contractor receives the Notice to Proceed (NTP).
In accordance with FAR 36.204, the estimated magnitude of the projects is between $100,000 and $250,000. The NAICS code for this solicitation is 238910, Site Preparation / Building Demolition. The Small Business Size Standard for this NAICS is $19M.
A site showing is anticipated and details will be included in the solicitation package.
