Description

The U.S. Dept. of Interior, Office of Facilities and Administrative Services / Office of Aviation Services, is interested in leasing approximately 1,655 square feet of hangar space for, e.g., a Dahler Kodiak, along with storage space in close proximity in the same hangar.



LEASE TERM: Five (5) year full, one (1) year firm



To submit a location for inspection, please forward information by 4:00 PM EST, March 29, 2023.



Expressions of interest should include building name and address, location of space in the building, rentable square feet offered, a site plan or aerial image of the airport, and site plan or floorplan or image(s) of the offered building /spaces and the Project Number – DOI3000000001420



Space shall conform to GSA and FAA requirements for fire and life safety; and shall be ABAAS compliant and asbestos-free. The building and parking must be accessible to government personnel 24 hours per day, seven days per week. Occupancy is required in approximately April 2023.



Delineated Area: In proximity to D'ARBONNE NATIONAL WILDLIFE REFUGE HQ Bld, located at 11372 LA-143, Farmerville, LA, 7124. The Delineated Area being within the following parishes in LA: Ouachita, Union, Morehouse, and within forty-five (45) minutes driving time to/from the D'Arbonne National Wildlife Refuge HQ Bld.



Space shall be located in a hangar park within an airport open to the public, and within forty-five (45) minutes driving time to/from the D'Arbonne National Wildlife Refuge HQ Bld.



Hangar SF and door shall be sufficient to store a Dahler Kodiak float plane.



Minimum Aviation and Aviation Asset Requirements:



• Multiple (2 or more) lit, paved (asphalt) runways, with a minimum length of 4,000 ft and width equal to or greater than 50 ft.



• Airport serviced by one or more instrument approaches, at least one of which must be an ILS approach



• Standard hours of operation for ground support shall be at least 0700-1800 M-F, 0800-1700 Sat & Sun



• Airfield/Hangar Security: Fenced with limited access to cleared and badged personnel. Secured (locked) equipment storage area.



• Hangar storm rating or resistance: Group II Hangar Rating



• 24/7/365 fuel service for Avgas & Jet A



• Minimum hangar door height for offered space is 18’.



• Maintenance staff stationed at the airport that is (are) licensed A&P mechanic(s) for light aviation maintenance.



• On-site parking must meet/or exceed local code. Car parking spaces, if required, must be available adjacent or in close proximity (as defined by the Government) to the hangar.



• All offered hangar and storage space must be within the same building.



• The Leased space:




  1. Can be within a shared hanger

  2. Shall be insured and in compliance with local government and airport authorities’ requirements.

  3. Have access to runway.

  4. Be 24-hour secured facilities.

  5. Have pilot access to the aircraft outside of normal business hours.

  6. Have lighting and 110 power available to charge batteries.

  7. Shall be climate control heating for winter weather.

  8. Have gear storage space (at minimum two large metal lockable type cabinets)

  9. Have a minimum of one large fire extinguisher.

  10. Include aircraft ground handling.

  11. Have janitorial services.

  12. Have a bathroom in hanger or within close proximity at FBO.

  13. Have parking access for at least one pilot and one observer, with any parking charged included in the rent



Offered space must meet Government requirements for security, fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease. A fully serviced lease is required. Prior to award the lessor shall have current registration in SAM.gov. Offered space shall not be in the 100 year flood plain.
