Description
This is a sources sought/market research synopsis. The Alexandria VA Health Care System (AVAHCS), Pineville, LA contracting office is performing market research to ascertain whether there are potential sources and their business size classification: HUB-Zone, 8(a), Small Business, Small Disadvantage Business, Women Owned Business, Service-Disabled Veteran Owned Business (SDVOSB), or Veteran Owned Small Business (VOSB). Preferably SDVOSB/small businesses. The NAICS Code is 922160, Fire Protection. The Alexandria Veterans Affairs Fire Department (AVAFD) is in need of qualified individuals who have completed Inspector 1 and 2 classes. The AVAHCS is seeking to contract services for a qualified instructor to provide a combined Inspector 1 and 2 class to be held at the Alexandria Fire Department Training facility located at 2495 Shreveport Highway, Pineville, LA.
The Contractor shall be responsible for providing a combined Inspector 1 and 2 class. The class shall be held between the hours of 8am 4pm, Monday thru Friday. The class shall be conducted in a a manner that meets or exceed industry standard and is consistent with National Fire Protection Association (NFPA) guidelines.
Class Content: The Contractor shall provide all necessary instructional materials, books, and supplies for the class. The class shall include, but is not limited to, the following topics:
Fire inspection and code enforcement principles
Fire protection systems and equipment
Hazard identification and risk assessment
Fire safety management and incident command
Fire code and standards compliance
4. Testing: The Contractor shall be responsible for providing testing services to the attendees of the class, including all necessary fees. Attendees shall be required to pass a written and practical examination in order to successfully complete the class. Test must be PRO Board or IFSAC and the test MUST be given on the last day of the class.
5. Deliverables:
A combined Inspector 1 and 2 class to be held at the AVAFD. (2 continuous weeks)
All necessary instructional materials, books, and supplies
Testing services and fees
6. Payment: The Government shall pay the Contractor the sum of the cost for the completion of this Work. Payment will be made within 30 days after successful completion of the class and submission of a proper invoice.
7. Contractor Qualifications: The Contractor shall be a certified instructor and have a minimum of 2 years of experience in providing Inspector 1 and 2 classes.
8. Reporting: The Contractor shall provide the AVAFD with a final report, including attendance records and the results of the written and practical examination. The report shall be submitted within 30 days after completion of the class.

This notice is to assist the VA in determining sources only. This is not a solicitation for proposals or quotes. A solicitation will be issued later. All information submitted in response to this source sought notice is considered voluntary.
